Closing Safely Assessment

Closing Safely Assessment is a practitioner-only child welfare decision tool for practitioners considering case closure. It helps determine whether ending agency involvement would leave the child safe enough without ongoing statutory oversight by organizing original concerns, current conditions, remaining needs, support pathways, and rationale.

Learn more about this tool

Use this background section to understand when the tool fits, how practitioners use it, and what to consider before sharing it with clients.

When It Is Used

Use the tool when ending agency involvement is being considered and the practitioner must show that current conditions and outside supports are understood.

What It Captures

The assessment captures original concerns, current safety and risk, protective factors, support conditions, remaining needs, follow-up pathways, closure decision, and rationale.

Limits

The tool does not create legal determinations, invented safety scales, automated approvals, or unrelated administrative closure metadata.

Does this tool approve case closure automatically?

No. The tool organizes the closure decision and rationale; it does not generate an automated closure approval.

What if remaining needs do not have a support pathway?

The gap remains visible in the result so it cannot be hidden inside the rationale.

Can original concerns be marked unavailable?

Yes. The practitioner can note unavailable history, and the result should show that limitation.

Is there a client view?

No. Family information may inform the assessment through casework, but there is no separate client-facing product surface.
